For example if a healer is needed and there's 1 spot left a recruit healer will be picked over a dps raider. However if they are both healers rank determines invite priority. In addition to that people signed up for a given raid have priorities over people not signed up and online.

Although these are the general rules for invites the raid leader will use his judgment on invites and have the final say on those.
